Actually the reason he's not a bug is because Volkswagon is very weary of being associated with anything warlike. (E.G. Transformers with guns)

Some sort of thing about being worried that people will be reminded about their involvment in helping Germany during WW 2.

Then the big question is, what car should he be? Can't be a VW Bug as long as Disney has exclusive movie rights with them (for the Herbie movies).
